The Berlin Declaration is considered the harshest condemnation the Pentecostal movement has ever faced from churches and congregations worldwide. In terms of content, it focuses on three main points:

• A Statement on the Consequences of the Emerging Pentecostal Movement
• The commentary on the exaggerated doctrine of sanctification (the doctrine of the pure heart) takes up a great deal of space
• The statement on future relations with Pentecostal groups. Christians are warned and urged to take appropriate action.

The “ugly phenomena” are caused by a “false spirit” and are “not of God.” Prophecies are compared to the transmission of spiritualist messages; the entire Pentecostal movement has “much in common with spiritualism.” Demons are at work within it, “cunningly guided by satan.”

Conclusion: “It is impossible for us to recognize such a movement as a gift from God!” The entire movement is condemned across the board, and Christians are urged: “Stay away from this movement! But whoever among you has fallen under the power of this spirit, let him renounce it...!”
